Welcome and Motivation for Symposium (Cathy Kling)

Economists at the US EPA have led and enabled the development of nonmarket valuation methods to support regulatory and policy decisions since the early days of the Clean Water Act. The goal of this daylong workshop is to highlight EPA’s historical and continuing leadership role in the evolution of stated preference (SP) methods from their nascent beginnings to their currently mature option in the nonmarket valuation (NMV) toolkit. Primary focus will be on current and evolving regulatory needs and the role that SP can play in informing actions related to environmental justice, emerging water quality concerns, and legacy water pollution problems for which adequate valuation estimates still do not exist.
